Problems and practical results of import substitution in the field of additives to fuels and lubricant oils

The current state of additives to fuels and lubricant oils in Russia and possibility of providing producers of fuels and oils with domestic products is considered. The country completely provides itself with antioxidants and ignition improver for diesel fuels, with success carries out import substitution in the field of antiwear additives. A problem there is a development and the organization of production of the depressor dispersing additives and additives for production of fuels for jet engines. As for lubricant oils, manufacturers are capable to offer rather big range of additives. But the main objective consists not simply in replacement of an import product own, and in providing the producerof oils with perspective additives with the characteristics corresponding to international standard.
Results
Now in the country the authoritative centers of development of additives to fuels were created. Among them PJSC "Rosneft” (the leader in volume of the made additives), PJSC “Gazprom neft”, LUKOIL Lubricants company and also the independent companies: first of all, NPP “Kvalitet”, the developing wide range of high-quality additives, and also LLC “Plastneftekhim” and some other the organizations. Thus, it is possible to recognize that minimum necessary scientific potential is exist in industry.
Сonclusions
However a number of organizational actions is required. First of all, it is modernization of test base what requires creation of the specialized test center integrated into the international systems of certification. As oversight authority in this work could be the Ministry of Energy of the Russian Federation developing a road map on import substitution in this area could act.
